It is impossible

now to insist on provision of high power station contemplated by Article 9. Whole question of provision of high power stations at Singapore and Hong Kong is now under consideration, and decision cannot be pre judged. In these circumstances questions at issue are merely (1) best means of providing such improvements of existing service and provision of additional services as are immediately required by Hong Kong and (2) whether such provision should be made by Hong Kong Government or Company. His Majesty's Government are definitely in favour of a general policy of ab- staining from competition by Government with Company in commercial services and any exception could only be justified by very special
